Mr. Jajoo currently serves as Principal for HJ Consulting, Inc. with responsibilities for overall management and operation of the design and construction management team. 

January 2011- December 2013:
Mr. Jajoo served as Principal of Isani Consultants with responsibilities for overall management and operation of design and construction management team. 

April 1982 – December 2010:
Mr. Jajoo served over 29 years working for Public Works and Engineering Department in City of Houston. He is experienced in the planning, design, construction and project management of public works infrastructure projects in various technical and management capacities at City of Houston. While at the City, he has successfully managed various infrastructure programs for public works and engineering department. Some of the programs that Mr. Jajoo managed include Storm Water Management Program (SWMP), Surface Water Transmission Program (SWTP), Houston Bikeway Program (HBP), and Street and Bridge Management Program (SBMP). In each of these programs, he was involved in setting the design guidelines, technical standards, scope, deliverables, and schedule.

REPRESENTATIVE PROJECTS 

  • Directed SWMP for City of Houston for six years. The scope included supervision of Program Manager, scope and fee negotiation, providing oversight and QA/QC. Storm Water Management Program was created to assist the City staff in the management of Storm Water Capital Projects, provide technical assistance and develop new standards. 

  • Directed the scope for feasibility to provide drainage solutions to the neighborhood where there has been structural flooding. The exercise was to investigate if economically feasible solution exists to improve the drainage. The process involved performing H&H Analysis and cost-benefit analysis with alternate solutions, prior to final design. 

  • Directed the feasibility study for Regional Detention. This regional detention would mitigate the detention requirements of various CIP projects within vicinity. Any available mitigation capacity could also be used for the development in the area. the study included the use of various software’s to optimize the mitigation requirement. 

  • Directed the Local Drainage Projects program to address minor drainage issues which were beyond the scope of maintenance but were not substantial enough to warrant capital projects. Employed on-call engineers to evaluate the problems and provide alternative solutions with cost parameters. The simple sketch solutions were then provided to on-call contractor for a quick turn around and solves the drainage issue. 

  • Storm Water Management Program (SWMP) was created in 2001 in the wake of Tropical Storm Allison. This aggressive program focused on strom water drainage improvements to Texas Medical Center (TMC) initially and then expanded to other parts of the City. The total cost incurred for this program until 2011 was about $350 M involving 30 different design and construction projects. The nuts and bolts of this massive program included: Project Identification and Programming, Comprehensive Drainage Plan (CDP), Prioritization Process, Feasibility Analysis and Scoping, final Design and Construction. It also included revamping City’s design Criteria, using latest technology tools and working on a fast track schedule. 

Street and Bridge Management Program

Mr. Jajoo oversaw the Street and Bridge Management Program for City of Houston. This program managed City’s CIP road projects, which included drainage, utilities dealing directly with the consultants hired by the City. A master schedule was established for the projects and progress meetings were held on a weekly to monthly basis. Uniform Technical standards were established for all the consultants working under this program. Their work was reviewed on a consistent basis with a emphasis on accuracy and efficiency. The process was streamlined internally and projects were bid on time and within budget with least amount of change orders. The total cost of this design and construction program roughly was $500 M. 


Surface Water Transmission Program (SWTP) 

Mr. Jajoo oversaw the SWTP program initiated by City of Houston. This program is a systematic approach for the conversion of Houston’s water source from ground water to surface water. It includes design and transmission of large diameter( 24 inch thru 108 inches) water transmission mains to carry this water from the source to main pumping stations all across the City. This program was initiated in response to state mandated rule to abate subsidence. The City was to achieve 70% water supply through surface water by 2020 with intermediate step of achieving 30% in earlier years. City deployed many consultants under the program Manager for consistency and efficiency. The steps included Optimized Route Analysis and Selection, buying additional right of way, securing environmental clearance, surveying, designing and construction. The total cost of the program is over $1Billion. 


Houston Bikeway Program- (HBP)

Mr. Jajoo directed 300 miles Hike and Bike Program- initiated by the City as a Quality of Life projects. It included trails along the Houston Bayous and networked with Bikeways and Bike lanes. Part of the $100 Million program funding was obtained thru FHWA and TxDOT, which meant City had to follow federal guidelines. Technical issues were handled consistently and efficiently. The schedule and costs were monitored on a consistent basis.
